Risalih-'i Siyasiyyih ("Treatise on Leadership"). Written around 1892 in response to the Tobacco Revolt in Iran. It may have been published the following year in Bombay, but the first attested printed edition is at the Dutt Prasad Press in Bombay on 1 Muharram 1314/12 June 1896. This 1896 version is given first below. It was reprinted in Tehran by Muhammad Labib in 1933 or 1934 (91 B.E.), with a prefatory letter by `Abdu'l-Baha written in 1907 during the Constitutional Revolution of 1905-1911. This is a scan of the 1896 edition.
