This paper is the product of the Experts’ General Meeting held on 28 April 2017 at the offices of the United Nations Economic and Social Commission for Western Asia (UN ESCWA) as part of Phase II of the project on the National Agenda for the Future of Syria. The meeting was attended by distinguished Syrian electoral and legal experts and representatives of UN ESCWA, and was
